How exactly does Halloween on State Street in Madison, WI work?
I am going for my 21st birthday, and some of my friends are 20 wishing they were 21... so how exactly does Halloween in Madison work? I know they block off the street, but do they have a cover charge? Do they card in order to even get onto the street? how hard/easy is it for people under 21 to got caught? Thank You :))
